Poland : Saving for Growth and Prosperous Aging

Resumen: The recent financial crisis has emphasized the role of national saving for rising economic growth and promoting development. Since the crisis began, global markets have experienced deteriorating public finances, household deleveraging, differing speeds of recovery, and eroding confidence in financial systems, all of which have deterred long-term investments. In the context of this new growth agenda, the present report analyzes the trends and determinants of domestic saving in Poland and provides policy options for increasing saving, particularly over the long term. Improved national saving provides funding for a country to take advantage of more investment opportunities. From the microeconomic perspective, increasing national saving will support incomes in an aging society, helping address the issue of the adequacy of retirement incomes. However, increasing national saving involves also some costs, which should be carefully balanced against the potential benefits. In this context, the report is divided into seven chapters. Chapter one gives introduction. Chapter two presents recent trends and determinants of growth in Poland, as well as challenges for its long-term prospects. Chapter three discusses the determinants of and influences on the level of private saving. Chapter four complements this discussion by portraying the government's role in determining the level of saving in the economy. Chapter five discusses the importance of saving for the financial sector, its ability to promote saving, and instruments that may be promoted to meet the needs of Polish savers. Chapter six quantifies the impact of potential changes to the main determinants of saving on performance of saving and economic growth in Poland. Finally, chapter seven focuses on policy analysis.

Old-Age Financial Protection in Malaysia : Challenges and Options

Resumen: This policy paper presents key findings and suggestions on Malaysia s old-age financial protection system within the context of the country s broader social security framework. The trademark policy approach focusing on job creation instead of expanding social security programs served the country well to move it quickly to a high-middle income level. But to join the club of high-income countries in a sustainable manner may require the country to review its approach to social security, including the way old-age income support is provided, and to address the main current weaknesses: fragmentation across economic sectors, lack of an enabling political environment, incomplete benefit coverage, low mandated savings level, and inadequate disbursement options given the challenges of projected population aging and socioeconomic shifts. To address the old-age financial protection challenge, the paper outlines two key options for Malaysia's employees provident fund, the country's central pension pillar: (i) moving from a mere retirement savings investment fund to a fully-fledged pension fund that offers some minimum annuities; or (ii) more radically, moving the benefits toward a non-financial defined contribution scheme with the fund s resources used as its major reserve fund. Whatever approach is considered, the reform discourse will benefit from changes in the overall governance structure of social security and from a comprehensive research agenda that offers an evidence based decision making.

Resumen: En el desarrollo de esta tesis, el análisis del comportamiento de los riesgos cubiertos por el seguro de invalidez y sobrevivencia considera primeramente por una parte el estudio de las personas asociadas a las coberturas otorgadas, es decir, los afiliados como expuestos a los riesgos, y luego por otro lado, a los afiliados que han sido declarado inválidos y a los componentes del grupo familiar de los afiliados que han fallecido.
Es una parte esencial de esta tesis, el análisis de la siniestralidad del seguro de invalidez y sobrevivencia. La siniestralidad en un indicador del monto de las indemnizaciones (o siniestros) que paga una aseguradora bajo la cobertura del seguro. Este índice generalmente trata de medir la relación entre los siniestros y las primas del seguro dentro de un período de tiempo determinado. También, la siniestralidad suele medirse como la frecuencia de los siniestros respecto del número de expuestos al riesgo, como por ejemplo una tabla de mortalidad, o simplemente expresarse como una rel

Social Insurance Reform in Jordan : Awareness and Perceptions of Employment Opportunities for Women

Resumen: The new social insurance law introduced by the Jordanian government in 2010 was created in part to improve the likelihood of women s employment through non- and gender specific changes. This study, which comprised individual interviews and focus groups with Jordanian women and men, employers and opinion leaders, was designed to elicit an understanding of their awareness and knowledge of the new law, designed to increase women s employment - primarily the maternity insurance provision. Those affected by the law remained largely uninformed. Many employers communicated that they did not perceive it as cost neutral for their firms. Participants who were aware of the law, viewed the changes positively and believed with the right circumstances, the law could increase female employment.
