The Brazilian Pension System Under an Equity Lens: Technical Note

Resumen: The objective of this note is to provide a comprehensive analysis of the Brazilian pension system through an equity lens. This focus is important, because fairness and equity of the pension system are relevant even beyond their intrinsic societal value: they are also instrumental for economic growth, as it impacts the incentives to participate in the labor market, as well as the productivity of current and future workers. Furthermore, political considerations also require that fairness and equity are taken into account in any future pension reform discussions. Section 2 provides general overview of the pension system and briefly explains the recent pension reforms in Brazil, while Section 3 offers a framework for addressing equity issues in the pension context. It explores how Brazilian pension system provides different levels of protection to distinct groups, creating a mismatch between contributions paid and benefits received, not always in a progressive manner. Section 4 concludes with a summary of the findings and a set of policy recommendations.

Pensar en las generaciones futuras y actuar en su beneficio

Resumen: En el presente informe de políticas se incluyen sugerencias de medidas prácticas para cumplir el compromiso que contrajimos hace tiempo de satisfacer las demandas del presente de forma que se salvaguarden los intereses de las generaciones futuras y se preserve su capacidad de disfrutar efectivamente de todos los derechos humanos. Entre ellas están: un enviado que sea la voz a nivel global de las generaciones futuras; un mejor uso de la previsión, la ciencia y los datos; una declaración para definir y concretar nuestros deberes para con las generaciones futuras; y un foro intergubernamental específico para avanzar en la aplicación de la declaración y compartir las mejores prácticas. Estas sugerencias se basan en el informe “Nuestra Agenda Común” y en posteriores consultas intergubernamentales y con múltiples partes interesadas, reflejadas en el documento sobre los elementos de una declaración para las generaciones futuras, elaborado por las Misiones Permanentes ante las Naciones Unidas de Fiji y los Países Bajos. El presente informe responde a las cuestiones planteadas por los Estados Miembros durante las consultas, entre ellas cómo definir el término generaciones futuras, cómo equilibrar nuestro compromiso con ellas con nuestros deberes para con las generaciones presentes, cómo hacen avanzar las propuestas nuestros objetivos actuales de desarrollo sostenible, género y derechos humanos, y qué resultados se recomiendan para la Cumbre del Futuro sobre esta cuestión.

West Bank and Gaza Public Expenditure Review - The Palestinian Pension System: A Roadmap for an Unfinished Reform

Resumen: This work builds on the Public Expenditure Review (PER) analysis of the pension system conducted in 2016 but also brings important innovations. It updates the financial analysis conducted then and offers new policy recommendations, with the key objective of improving the affordability of the pension system, subject to benefit adequacy. The principal difference of this work is in the adopted approach, which looks at the pension system holistically and offers advice from the angle of rationalizing the overall public expenditure policy in pensions, rather than working with each pension scheme individually. In doing so, it takes a forward-looking approach and minimizes the dependency path of the convoluted legacy system. The work also incorporates a component that looks at the Palestinian Pension Agency’s (PPA) administrative systems using a new Bank tool – Social Insurance Administrative Diagnostic (SIAD). The findings reveal a system with unfinished reforms and call for a comprehensive restructuring of the pension financing arrangements, along with a change of the construct of the system. This work is largely diagnostic in nature, offering high level policy recommendations and suggesting a comprehensive follow up analysis. While presenting a status quo analysis and illustrating effects of several parametric adjustments, the main set of recommendations is centered around the structural adjustments and financial restructuring in the public sector pension scheme, which would require a round of follow up work, elaborating and modeling various reform cases, including careful fine-tuning of the transitional provisions.

Older Persons in Vulnerable Situations

Resumen: At any age, intersecting factors such as poverty, disability, social isolation and exposure to abuse can increase the risk of vulnerability and weaken resilience in the case of adverse events. The COVID-19 pandemic, rising inflation, natural disasters, and war are examples of adverse events that have disproportionately affected vulnerable persons, including many older persons. Often, the capacities and vulnerabilities of older persons remain invisible as their voices are less heard and their needs less known due to a lack of data and research, and their insufficient involvement in decision-making. A key challenge, therefore, is to inform, design and implement comprehensive policies that protect vulnerable older persons from adverse outcomes, enhance resilience and allow them to fulfil their full potential in later life. The policy strategies presented in this Policy Brief cover the areas of income and housing, health and long-term care, prevention of violence, abuse and neglect, and social participation as well as the importance of adequate data and research and the involvement of older persons in decision-making.
