Pension System plus Climate Risk: Measurement plus Mitigation

Resumen: This report focuses on pension system greening and aims to provide data-driven recommendations to orient climate-aligned investment practices. In order to undertake a holistic analysis, this report consists of the following sections: a literature review outlining the need to green the global pension system (Section 1); a review of relevant national and international actions taken (Section 2); a climate risk exposure landscape based on quantitative analysis deriving country pension fund climate risk scores (Section 3); a complementary regulatory mapping and score that uses a combined quantitative and qualitative approach (Section 4.1); and a survey of pension regulators to identify how each supervisory authority is interpreting practices and standards on ESG integration in the pension industry (Section 4.2). The final section of the report summarizes the conclusions and key policy recommendations. In addition, this report relies on insights from a series of case studies conducted, which profile several leading pension funds and their climate investment strategies (appendix 1).

Resumen: Social protection is a universal human right and a key element of the 2030 Agenda for Sustainable Development. While this right unequivocally applies to migrants, irrespective of migration status, migrant women in particular often remain excluded. Against this backdrop, this policy brief discusses the barriers that migrant women face in accessing social protection and provides recommendations for States to meet their obligation to overcome these, particularly in relation to health care, maternity protection and essential services for victims and survivors of violence. It points to a range of positive actions that can be taken, including the creation of a supportive legal and regulatory framework, the design and implementation of policies and services that are responsive to the needs of migrant women and the separation of service provision from immigration enforcement activities.

Pakistan Assessment of Civil Service Pensions

Resumen: This report was prepared at the request in mid-2018 of the Secretaries of Finance for the Pakistan Federal Ministry of Finance, the Sindh Ministry of Finance and Punjab Ministry of Finance. Missions visited Pakistan in January and November 2018, the latter which included a week-long training program in the use of the Pensions Reform Options Simulation Toolkit (PROST). Policy discussions were held about reform options in January 2019 during a workshop on South Asia Civil Service Pension system in Bangkok, Thailand. The initial findings of the PROST projections were discussed with key counterparts in Islamabad, Karachi and Lahore in October, 2019. This report evaluates the current civil service pension scheme and suggests options to consider for pension policy and parameter reforms to improve sustainability, equity and predictability. Actuarial projections have been employed for the civil servant schemes for the Federal civil servants, and for civil servants in Punjab and Sindh. We have not modeled the schemes for other provinces, for Autonomous Authorities or for Uniformed Forces. This report is organized as follows: section two reviews the design, parameters and coverage of the civil servant pension schemes in Pakistan; section three evaluates the key challenges presented in these schemes; section four suggests options for parametric and structural reforms; and section five concludes.

Gender Pension Gaps in a Private Retirement Accounts System: A Dynamic Model of Household Labor Supply and Savings

Resumen: This paper develops and estimates a dynamic model of individuals' and couples' labor supply, savings, and retirement decisions to analyze how the design of a privatized pension system affects gender pension gaps. Chile has one of the longest running nationwide private retirements accounts systems in the world, operating since 1980. It has served as a model for many countries and was reformed in 2008 to alleviate old- age poverty and reduce gender pension gaps. The paper estimates the dynamic model using pre-reform data and compares the model's short-term predictions with available evidence on the reform's causal impacts. The analysis finds that household structure is an important determinant of the behavioral and distributional impacts of the reform. The paper evaluates how actual and counterfactual changes in the pension system design affect men's and women's economic decisions, pension receipts, and program costs over a longer time horizon. Three design features significantly reduce gender pension gaps: expanding minimum pension benefit eligibility, providing a per-child pension bonus, and increasing women's retirement age to be equal to men's.
