Resumen: This Pension Review provides an assessment of the Czech Republic’s retirement income provision from an international perspective and focuses on the capacity of the pension system to deliver adequate retirement income in a financially sustainable way. The review highlights OECD best practices for the design of pensions by covering all components of pension systems: safety nets, public pay-as-you-go schemes and private funded plans. The analysis is based on both OECD flagship pension publications, Pensions at a Glance and Pensions Outlook, and country-specific sources and research.

Gender Equality in Ageing Societies

Resumen: Faced with population ageing, countries in the UNECE region are preparing for growing numbers of older persons receiving pensions and needing health and long-term care services. An important societal adaptation to ageing has been to increase the labour market participation among women and older persons to ensure the sustainability of social security and protection systems. It is now time that regulatory frameworks, financial provisions and services support the equal sharing of paid and unpaid work in families, households and communities between women and men to close prevailing gender gaps in care, employment, earnings and pensions. Unless gender- and age- responsive reforms are addressing the multiple dimensions of gender inequality in ageing societies, women risk to be disproportionately disadvantaged by the consequences of population ageing, facing double and triple shifts of paid, domestic and care work at the detriment of their own health, earnings and savings which can accumulate to a greater risk of poverty, social isolation and unmet care needs in their own advanced age.

Sistema de pensiones de la seguridad social en Cuba: Un debate presente para el futuro

Resumen: Cuba posee un sistema de pensiones de reparto, con administración estatal, que protege a todos los ocupados formalmente en la economía con una alta tasa de cobertura. Pero el avanzado proceso de envejecimiento demográfico puede causar presión sobre la sostenibilidad financiera del esquema.
Es necesario reconocer las desigualdades existentes en el universo laboral cubano y regular su heterogeneidad actual. Mediante la recuperación y creación de empleo productivo y formal, puede generarse un impacto creciente en la cuenta de contribuciones que reduzca el déficit sostenido actual.
Debe velarse por la suficiencia de las prestaciones que se otorgan en el sistema, así como de la redistribución no contributiva en la asistencia social, a partir de su indexación a la evolución del nivel de precios en la economía.

Leveraging Pension Fund Investment for Domestic Development: Namibia’s Regulation 29 Approach

Resumen: The note describes Namibia’s approach to support domestic economic development via mandating investment of a percentage of the large pool of local institutional capital in alternative financing vehicles within the context of an underdeveloped capital market. Namibian approach diverges from international practice. Namibia Financial Institutions Supervisory Authority (NAMFISA) – the national regulator - instituted mandatory requirements that all pension (and insurance) funds invest in unlisted Namibian companies, formalized the unlisted investment market, created specialized intermediaries and introduced high level of regulatory oversight for both investment managers and investment vehicles. The note describes the investment vehicles and regulatory structure established by NAMFISA, experience of market participants and perspective of the nascent asset management industry managing unlisted investments. The note also summarizes lessons learnt and considers whether such structures could be applied in countries with similar market and economic contexts.

Progress and Challenges of Nonfinancial Defined Contribution Pension Schemes: Volume 1. Addressing Marginalization, Polarization, and the Labor Market

Resumen: This is the third publication to analyze progress, challenges, and adjustment options of this . reform revolution for mandated public pension schemes. The individual account-based but unfunded approach that promises fair and financially sustainable benefits is a reform benchmark for all pension schemes. Nonfinancial defined contribution (NDC) schemes originated in the 1990s independently in Italy and Sweden, were then adopted by Latvia, Poland, and Norway, envisaged but not implemented in various other countries (such as Egypt and Russia), and remain under discussion in many countries across the world (such as China and France). In its complete form, the approach also comprises budget-financed basic income provisions and mandated or voluntary funded provisions. Volume 1 offers an assessment of early reform countries before addressing key aspects of policy implementation and design review, including: how to best combine basic income provisions with NDC; how to deal with heterogeneity in longevity; and how to adjust NDC design and labor market policies to deliver on reform expectations. Volume 2 addresses a second set of important issues, including: the gender pension gap and what family policies can do within the NDC frame; the administrative challenges of NDCs and how countries are coping; the role of communication in NDCs; and the complexity of cross-border pension taxation, and much more.
